The reactor gives you 10 units. Split them between HEAT (keeps the station alive), ARRAY (how far you can see) and COMMS (how clearly your crews come through).
The cold has been getting worse every night. Weather doesn't explain it anymore. Crews can only come inside if you cycle the airlock. Check the map before you open it.
